Rimarks Consultants, through funding from AHADI/USAID supported NDMA to Roll Out the Ending Drought Emergencies (EDE)/Common Program Framework (CPF) at National and County Levels. The purpose of the project was to provide technical support in the roll-out and implementation of Ending Emergencies (EDE) through a Common Programme Framework (CPF) in the counties of Turkana, Isiolo, Marsabit, Garissa, Wajir and Mandera. The ultimate objective was to institutionalize the implementation of EDE-CFP in the delivery of county plans. This involved evaluation of the implementation of the County Performance Systems and the County Integrated Monitoring and Evaluation Systems (CIMES). This was followed by development of Handbooks and Guidelines and coaching and mentoring of county staff to ensure sustainability of county performance management systems.
The scope of the assignment included;
- Assessed the capacity of the six counties to implement EDE-CFP and produced assessment reports.
- Produced capacity development tools (Handbooks and Guidelines).
- Evaluated existing performance management systems, M&E targets and results and produced and disseminated an evaluation report.
- Facilitated capacity development through workshops and stakeholder meetings.
Produced and submitted proposals on county resource mobilization and lobbying mechanisms.
