Through funding from the World Bank, Rimarks Consultants was contracted to provide consultancy services on institutional strengthening of the FCDC. The overall objective of the project was to strengthen the capacity of FCDC to provide an effective and efficient institutional base for the coordination and collaboration between its member counties and to contribute to their socioeconomic development. The specific objectives were to:
- Develop a comprehensive plan or roadmap to accelerate the socioeconomic development of the FCDC member counties. The output under this objective was a socio-economic blue print for the economic block.
- Strengthen the institutional capacity of FCDC for the effective and efficient coordination of development initiatives in its members counties. This was to include support to the establishment of a functional FCDC secretariat, and activities in support of peace building and conflict mitigation in the region.
- Enhance the capacity, governance systems and structures of the FCDC counties for improved service delivery. This was to include the coordination of a surge capacity team to improve service delivery in FCDC counties
- Increase citizens’ participation in development initiatives supported in FCDC counties
Rimarks Consultants delivered the following outputs under this assignment.
- A functional FCDC secretariat;
- Strengthened institutional capacity of the FCDC;
- Improved service delivery in FCDC member counties;
- Improved capacity of FCDC counties to plan, budget, deliver, monitor, and perform towards accelerated development;
- Strengthened capacity of FCDC as an affirmative action platform for:
a. Coordination and collaboration among counties;
b. Capacity building to its member counties; and
c. Addressing common development challenges in a holistic manner
